Libraries in the recordings licence can upgrade at any time at the member rate, with the unused part of their recordings fee credited.
Your membership stays exactly as it is and your price is held for life, for as long as you remain a member. If your consortium joins, you're left out of its headcount and invoice, so you never pay twice.
